Concept: Essential item for skill cooldown timing and summoning/recalling drones

Usage:
- Right-click to recall all drones
Functions:
- As a drone concept item, it has 100% power itself
- Provides countdown for skill cooldowns
- The only actual interaction is the right-click recall function
Feature Description:
- Drone summon cooldown is 10 seconds
- Default maximum summon quantity is 3 drones, increases by 1 for each elite promotion
- Consumes its own power per second based on the number of drones present
- Activating skills directly consumes power based on the number of drones present
- Power exchange ratio is 1:10, 1% of Portable Mobile Charger can be converted to 10% power of this device
